The Home Office is seeking to award to Police and Crime Commissioners (PCCs)/Mayoral equivalent to fund interventions for domestic abuse and stalking perpetrators, as well as interventions for children who use harm

Through the Domestic Abuse and Stalking Perpetrator Intervention Fund and the Children Who Use Harm Fund (‘the Scheme’), the Home Office (‘the Authority’) will invest up to £74.5 million in grant funding over the period FY2026-2029 to support the commissioning and delivery of community-based interventions across England and Wales. Specifically, the Scheme includes the following funding streams:  Funding Stream 1: Interventions for perpetrators of domestic abuse (DA) Funding Stream 2: interventions for perpetrators of stalking (both in and outside a DA context) Funding Stream 3: Integrated interventions that cover both DA and stalking Funding Stream 4: Interventions for children who use harm - a) child-to-parent/caregiver abuse (CPCA), and b) teenage relationship abuse (TRA).

The total funding is broken down as follows:

Interventions for perpetrators of domestic abuse and stalking (Funding Streams 1-3):

• FY 26/27: £14,000,000 (6 month delivery)

• FY27/28: £25,000,000 (indicative)

• FY28/29: £25,000,000(indicative

Interventions for children who use harm ( Funding Stream 4):

• FY26/27: £2,500,000 (6 month delivery)

• FY27/28: £4,000,000 (indicative)

• FY28/29: £4,000,000 (indicative)

The maximum each applicant can apply for Funding Streams 1-3 is: 

• Up to £850,000 is available in 2026/27 (year 1)

• Up to £1,500,000 per year is available for 2027/28, and 2028/29 (years 2 and 3).

These limits apply per PCC per Stream (not per Project)

For Funding Stream 4:

• Up to £250,000 is available in 2026/27 for intervention addressing child-to-parent/caregiver abuse (CPCA)

• Up to £400,000 is available in 2027/28 and 2028/29 for intervention addressing child-to-parent/caregiver abuse (CPCA)

• Up to £250,000 is available in 2026/27 for interventions addressing teenage relationship abuse (TRA)

• Up to £400,000 is available in 2027/28 and 2028/29 for interventions addressing teenage relationship abuse (TRA)

Eligibility

The Applicant must be:

•  A Police and Crime Commissioner based in England or Wales, or a Mayoral equivalent.

The Applicant must: 

• Be able to deliver the Purpose for the full duration of the grant period, including any possible extension period.
• Be able to demonstrate that they can spend their entire potential award funding by the funding end date. 
• Be willing to work with the external independent evaluator commissioned by the Home Office
• Be able to comply with any relevant evaluation, monitoring, reporting and safeguarding requirements set out in the competition documents, the Local Evaluation Guidance, and grant agreement.
• Be able to demonstrate a credible approach to delivering the intended outcomes of the scheme.

• Community groups 
• Registered charities
• Community Interest Companies (CICs)
• Schools, universities and academic institutions
• NHS Trusts
• Social enterprises
• Non-governmental organisations (NGOs)
• Policing bodies outside England and Wales
